Background
The Red River Retention Authority was established on May 26, 2010 through a joint powers agreement (JPA) between the Red River Joint Water Resource District (Joint Board), a North Dakota political subdivision and the Red River Watershed Management Board (Red Board), a Minnesota political subdivision.
The Joint Board and the Red Board entered into this agreement for the purposes of coordinating and prioritizing flood retention efforts within the Red River of the North Basin.
Members Served
The Red River Retention Authority consists of 14 North Dakota Water Resource Districts and 7 Minnesota Watershed Districts.
North Dakota Water Resource Districts are based on county boundaries, apart from Cass County which consists of 4 separate Water Resource Districts. These Watershed Resource Districts consist of:

Grand Forks County Water Resource District (Grand Forks)
Nelson County Water Resource District (Lakota)
Pembina County Water Resource District (Cavalier)
Ransom County Water Resource District (Lisbon)
Richland County Water Resource District (Wahpeton)
Sargent County Water Resource District (Forman)
Steele County Water Resource District (Finley)
Traill County Water Resource District (Hillsboro)
Walsh County Water Resource District (Grafton)

Joint Boards are established when any particular watershed extends beyond the boundaries of the County Water Resource District.
Minnesota Watershed Districts are based upon defined hydrological units (sub-basins) within the Red River Basin and may cover multiple counties. The Minnesota Watershed Districts consist of:
Bois de Sioux Watershed District (Wheaton)
Joe River Watershed District (Humboldt)
Middle-Snake-Tamarack Rivers Watershed District (Warren)
Red Lake River Watershed District (Thief River Falls)
Roseau River Watershed District (Roseau)
Two Rivers Watershed District (Hallock)
Wild Rice River Watershed District (Ada)

Purpose, Vision, Mission, and Goals of RRRA
The purpose of the RRRA and the JPA is to ensure cooperation and joint coordination of retention projects within the Red River Basin.
Vision of RRRA: Reduce Red River mainstem and tributary peak flood flows by 20% through flood water retention.
Mission of RRRA: To ensure joint, comprehensive, and strategic coordination of retention projects in the Red River Basin and its tributaries to alleviate flooding.
Goals of RRRA:
The Red River Retention Authority provides watershed planning and flood retention services and support to member watershed districts and water resource districts, as well as basin residents, partnering agencies, and organization in the Red River Basin.

- Funding – Soliciting and accepting funding from federal, state, local, and private sources for purposes of construction retention.
- Communication – educating the public and cooperating with the respective Congressional delegates and state governments, as well as federal and state agencies.
